The predecessor of the Tozan Railway, the Odawara Horse-Drawn Railway began operating between Kozu and Yumoto in October of 1888. The Tozan Railway opened in June of 1919 between Hazone-Yumoto and Gora, while the cable car between Gora and Sounzan opened in December of 1921. Today, the Tozan Railway is comprised of 15.0 km of track running from Odawara to Gora, and 1.2 km of ropeway running from Gora to Sounzan.
